Engagement of Thira process in the community on preparedness
THIRA is a threat and hazard identification and risk assessment process that is a helpful and professional way of breaking down risks and recognizing ways to respond to them. It has three prominent departments that assist in the right preparation for emergencies.
The first is to assess threatening and hazardous factors that may exist in the community. Specifically, the main danger in this case consists of a highly pathogenic tropical storm. This storm is expected to occur in coastal areas where it will produce winds of up to 60-75 miles per hour, rain, and flooding of shallow areas. These conditions are likely to halt services such as power, transport, and medical services. The storm is dangerous for the residents, and there is an immediate need for addressed measures from their side.
The second procedure is to provide the threat with context, that is, to visualize how it can affect the community. It is reported that this storm will impact 100,000 residents of the area, and 20% of them will be located in zones that require evacuation. There will be a struggle to access safer grounds due to improper drainages, and flooding will result in major roads being inaccessible, hence making it improper for people and emergency services to access safer zones. Furthermore, approximately fifteen thousand houses could be flooded and or damaged beyond any reasonable degrees of repair. This information defines what measures and what kind of resources are required to effectively handle the situation.
The third then involves setting capability targets, which are objectives to handle the risks. In this tropical storm, one of the goals will be to ensure that emergency shanty housing for 15,000 affected persons is available within twelve hours of the issuing of a storm evacuation notice. Such shelters should function for not less than a week, providing food and water, as well as medical assistance. Another aim is to provide critical infrastructures such as electricity, water, and transportation to 80% in five days after the storm.
Applying the THIRA process helps improve the community’s preparedness in the event of an emergency. It has been used in the development of resource allocation disaster responses and may assist in the quicker recovery process after disastrous occurrences such as tropical storms.
